Since enrolling with the Hawkeyes in 2020, Jay Higgins has made an impact from his freshman year, earning a letter in 2020. In 2023, he led the team with 171 tackles, a number that tied the school record for most in a season. Higgins also earned numerous accolades in 2023, including First-team All-American honors from multiple organizations. He made 39 tackles, including 1.5 tackles for loss and 0.5 quarterback sacks. His performances earned him the Hayden Fry Award, the Next Man In Award, and a spot on the Player Council.

Higgins's senior season in 2023 marked his breakout year. Starting all 14 games as the middle linebacker, he led the Big Ten and ranked third nationally with 171 tackles. This total tied the school record for most tackles in a season. He also led the Big Ten in solo and assisted tackles, ranked second in fumble recoveries, and added five tackles for loss, two sacks, one interception, and multiple pass breakups and quarterback pressures. His outstanding play earned him first-team All-America honors from several organizations, as well as Iowa’s Big Ten Outstanding Sportsmanship Award. Entering the 2024 season, Higgins was recognized with several preseason honors, including Phil Steele's Defensive Player of the Year and first-team All-America accolades from Athlon, Phil Steele, and Walter Camp. In the 2024 season, Higgins led the team with 124 tackles and 2.5 tackles for loss and was named the 2024 Big Ten Linebacker of the Year.
