It doesn't make her reveal the secrets Carol is searching for, but endangers her life.
As Carol screams for her to answer her question and uses a handcuff from the police car to attach herself to Zosia as the hive mind flock around them, Zosia is in agony. She can't breathe, and one of the hive minds at the hospital confirms she's having a heart attack. While Carol tried the truth serum on herself and proved it effective, there is no way of knowing whether it will have the same effect on Zosia.
Moreover, Zosia is in the hospital and could be taking drugs that could cause a disastrous reaction when paired with the serum. At this point, knowing how to reverse the infection or prevent the infection is all she cares about. But while she hopes Zosia will answer, the other woman is not at liberty to reveal the details.

She can't lie, so she gives Carol silence. But for Carol, Zosia's silence is enough of a hint that there is indeed a way to reverse the infection. It's what prompts Carol to make a decision to steal truth serum, try it on herself to find out if it's effective, and use it on Zosia. She hopes it will loosen the other woman's lips and tell her what she needs to know.
Who is Manousos in Pluribus season 1 episode 4?
Carol may be one of a kind, but Pluribus season 1 episode 4 confirms that she isn't the only miserable person forced to live amongst the hive. The new installment introduces the character of Manousos, one of the mysterious "others" like Carole, who is also immune to the contagious joy that has infected the world.
His name was first mentioned in episode 2 when Zosia told Carol that there were 11 others like her. That makes Carol the 12th, but they also discovered a man in Paraguay, Manousos, the 13th "other." Episode 4 introduces Manousos' character on-screen and shares his mysterious world inside his self-storage facility, where he constantly scans the radio and is reluctant to receive any help from the hive.
