Callahan's escape from prison
In the opening moments of Mayor of Kingstown season 4 episode 7, Mike’s deal with Warden Hobbs comes to fruition as Merle Callahan is transferred from Ad Seg to general population. This Mike-pushed maneuver allows Callahan to escape.
Callahan visits Kyle's cell before departing, warning him of the dangers and urging he join the Brotherhood. When Kyle refuses the offer, Callahan becomes resentful and makes cryptic references to his escape plans.

In this episode, Mike manipulates Frank Moses by working with Warden Hobbs to trap him and feeding him false information to damage his foes. Mike baits Moses into attacking a cartel shipment by claiming the cartel shot Bunny. Mike orchestrated this strike to damage the cartel and warden, despite Moses' seeming win.
Mike’s game of deception doesn’t stop there. He also strategically plants the idea that Hobbs should blame her deputy, Torres, for the shipment’s failure. By doing so, Mike removes a key threat in the prison system and further cements his influence over Hobbs.
Will Ian's desperate move end his life?
One of the most shocking moments of the episode comes with Robert Sawyer’s deteriorating mental state. Consumed by anger and alcohol, Robert increasingly blames Mike for his misfortunes.
His instability reaches a breaking point, and it’s clear that Robert is a danger to those around him, including Ian. In a desperate attempt to handle the situation, Ian takes Robert to a bar and gets him drunk, eventually driving him to his garage.
Ian leaves Robert in the car with the exhaust running in the episode's closing, terrifying seconds, risking carbon monoxide poisoning. The situation is suspenseful and unsettling, with Robert's death possibly an accident. Ian's habit of bad actions makes it questionable if Robert will live.

Bunny awakens, But retaliation must be carefully planned
Amid the chaos, Bunny regains consciousness after being attacked. His recovery brings a new sense of purpose, as he is eager for revenge against those who tried to kill him. However, Mike convinces Bunny to hold off on any immediate retaliation, advising him to take a more calculated approach. Together, they plan to gather incriminating evidence against Moses before taking action.
Mike’s ability to control the situation is evident here, as he manages to calm Bunny and direct the focus toward a legal strategy. The stakes are high, but Mike remains steadfast in his approach to dismantle Moses’s criminal empire without resorting to all-out war. This plan, however, is fraught with risks, and if Moses gets wind of their scheme, it could all unravel.
