The attack on Bunny: A set-up?

Ambushing Bunny on the highway is the episode's harrowing moment. A group of waiting men shoot at his car as he and his driver, Lamar, head to a rendezvous. The vehicle is bulletproof, but Bunny gets hit. Fast-moving Lamar shoots back, driving the attackers into the woods. After calling 911, Bunny is brought to the hospital.
At first, it seems like the cartel might be behind the attack, as they had previously targeted Bunny. However, Mike's investigation leads him to a shocking discovery. When he visits Lamar, he learns that the latter might not have been entirely loyal to Bunny.
Mike thinks that Lamar might be working with Moses, which leads him to believe that Moses, not the cartel, is the one planning the attack. He realizes that Moses could have planned Bunny's attack to get him and Bunny into a fight with the cartel. This would have ensured that the city would fall apart, allowing Moses to start over and rebuild Kingstown.
Mike’s confrontation with Cortez

Mike investigates Cortez, a cartel leader, while trying to solve Bunny's attack. Cortez, who has been hidden, is a quiet man who knows Kingstown's power dynamics. He tells Mike that the cartel never intended to target Bunny.
The cartel's real purpose is to destroy local leaders like Moses to gain complete control. Cortez calmly indicates that the cartel wants the “kings and queens” out of the game and that Bunny is merely a pawn in a broader strategy.
