From an old photograph of Bob Gray (Ingrid's father), she draws the conclusion that he is actually the same individual as Pennywise. Ingrid took pictures with "Bob Gray," who was also known as "Pennywise the Dancing Clown" when performing.

IT: Welcome to Derry season 1 episode 6, provides a painful insight into why Ingrid Kersh has such a fixation on Pennywise. Lilly goes to Ingrid's place and eventually finds pictures of young Ingrid with her father, who is the spitting image of Pennywise. Therefore, Ingrid thinks that Pennywise is actually her father, Bob Gray.
Bob worked at a carnival and used the professional name Pennywise the Dancing Clown. Pennywise likely assumed his identity after killing him. Having stayed in Derry, Ingrid eventually ended up living at Juniper Hill, where she heard many tales about Pennywise and believed that her father had come back to life.
She was so emotionally fragile and had so much trauma, leading her to believe that her actual father was just either trapped or possessed by Pennywise. In episode 6, viewers see her total devotion to this idea as it is revealed that she followed the children dressed as Periwinkle with the hope that she could finally help "her father" be free from the dark shadow created by Pennywise.

What happens to Hank in IT: Welcome to Derry season 1 episode 6?
Hank’s storyline takes a dramatic turn in IT: Welcome to Derry season 1 episode 6. Having just escaped from a bus en route to Shawshank Prison, he is helped in secret by Ingrid and Charlotte and hidden away in a shack on the outskirts of town, which Dick, Reggie, and Jax now use as a pub.
While Dick feels uncomfortable about the situation, he allows Hank to stay there for the time being. At the same time, Clint, who is desperate to save face, is using Hank as a scapegoat for the death of the children, even though he knows that Hank is not guilty of the crime.
After Hank's escape, Clint is fired by the deputy mayor for losing a suspect. Instead of reflecting on his actions or taking responsibility for them, he rallies an angry mob and leads them to the Black Spot to try to capture Hank by force. The episode's conclusion is marked by rising tension as Hank, Dick, and several others find themselves in imminent danger of being caught in the middle of this mob justice.
While the tension continues to build, it is evident that Pennywise is using fear and division as a tool to increase his strength, just as Derry is descending into chaos.

In the wake of his first encounter with Pennywise, Dick Hallorann has experienced many of the same frightening psychological effects as others who faced the creature before him. IT: Welcome to Derry season 1 episode 6 offers a look into Dick’s past.
As he was born with the gift of seeing dead people, he learned from his grandmother how to create a mental “vault” to put the spirits away. However, upon pursuing Pennywise, he has had to reopen those “vaults” mentally, which is why he sees spirits wherever he goes.
To cope with what he now sees, Dick relies on alcohol to numb the pain. However, he refuses to assist the military, who are still searching for the pillars that supposedly suppress the power of Pennywise. Dick’s friend Leroy continues to pressure him to cooperate with the military and has made several veiled threats of incarceration if the refusal to do so continues.
Dick fears that the voices of the dead know far too much and that Pennywise is manipulating the living and instilling fear within them. In IT: Welcome to Derry season 1 episode 6, Dick plays an essential role as a bridge between both supernatural aspects of the battle against Pennywise, even as he struggles to maintain his sanity.
