The operation aims to excavate a powerful weapon, which they believe is buried under Derry, a weapon that consumes fear and will be used as an advantage in the Cold War.

In IT: Welcome to Derry season 1 episode 2, Ronald's father, Hank Grogan, is arrested mainly because of the police's need to hold someone accountable for the violence at the Capitol Theater. Lilly, grappling with trauma and fear, is initially reluctant but eventually offers an ambiguous statement to Chief Bowers that Hank may have been at the theater.

Although Lilly originally told police Hank wasn't there, Chief Bowers uses abusive psychology and threats, such as the possibility of returning her to Juniper Hill Mental Hospital, to get her to imply Hank's involvement.
