To begin the Heaven Has No Pier quest in Where Winds Meet, follow the quest marker to Aunt Han's location at Blissful Retreat Inn. As soon as you get close to her, a cutscene will ensue, following which, she will ask you to serve wine to some customers. As you do, you will engage in friendly chit-chat with the patrons, where they share some background lore about someone named Killerblade.
Afterward, follow the quest marker toward a private chamber within the retreat. Here, a cutscene will begin, where a woman compliments you on the wine. As you are talking with her, Aunt Han interrupts and asks you to go over to the Porcelain Kiln.
Once you reach the location, an NPC named Song Jiu will tell you that someone broke into the kiln and broke everything, initiating the second part of this quest.
Investigate the Porcelain Kiln

You must use your Wind Sense to investigate the surroundings for anything out of the ordinary. You will find a set of tracks leading inwards to the kiln. Follow the quest marker to discover some corpses of men.
Then, you will hear a feeble voice asking for help. Go towards it to find an injured NPC named Bony. Interact with this non-playable character to begin a cutscene where we help them get up and walk out of the kiln.
Fight Jianghu Wanderer

As you begin to leave the Porcelain Kiln with Bony during the Heaven Has No Pier main quest in Where Winds Meet, a swordsman will attack you and the NPC. This will start a battle with the opponent, referred to as Jianghu Warrior. During the fight, a cutscene will trigger where we perform a fighting move that impresses the warrior.

Return to the Blissful Retreat Inn

Explore this place to find the Nameless Flute and a pressure plate that needs the weight of two people to activate. You can clear this part of the mission by playing the Song of Longing on the plate.

Then, enter the loosened door to advance to the secret chamber filled with treasure. Collect the free rewards here and then interact with the mysterious book on the table. Following that, perform the martial arts moves mentioned in it to get new abilities.
Overhear the ghosts and explore the area

After that part, a cutscene will trigger where you will feel a bit lightheaded and then wake up back at the clinic. As you leave the room, you will find three groups of ghosts outside. You must get into their vicinity to overhear what they have to say.

After that, walk through the narrow gap in the wall near the third group and go toward the mountain peak by following the quest marker. Once you reach the location, a cutscene will trigger involving a woman who resembles Aunt Han.
As soon as you get close to them, a fight will ensue. The enemy has several powerful abilities with wide coverage, so it is important that you dodge and avoid taking damage to the best of your abilities. After defeating the foe, the words "Wake Up" will show up on the screen, ending the sequence.
Return the flute and leave the area

When you wake up in the underground area, your next course of action is to return the Nameless Flute by following the quest marker. Once you do so, a hidden passage will open at the location. Go inside it and follow the quest marker to a towards a note and then a sound to interact with an NPC named Doudou. Afterward, leave the underground area with him via a ladder.
Go to Aunt Han's room

Follow the quest marker to Aunt Han's room and scour the area for clues. A cutscene will trigger at this point, where Yi Dao appears at the location, and a group of enemies will attack you with flaming arrows.

You must use the shield on the side to block the attacks from the bowmen. Afterward, follow Yi Dao to the roof and then fight off the enemies with him. When you finish off all the opponents, a cutscene will trigger.
Follow the attacker

In the Heaven Has No Pier quest in Where Winds Meet, Yi Dao intentionally leaves one of the enemies alive. You must sneakily follow him to learn more about the origin of the attack.

Retrieve belongings from Sweetwine Tower

Head over to the Sweetwine Tower to retrieve your belongings. Just follow the quest marker to reach the tower during the Heaven Has No Pier quest in Where Winds Meet. Once you're there, enter and jump down from the hole to get to the underground area. Here, you must continue down the pathway toward the deepest areas of the cave to get the Secret Haven Key.
Once you have it, squeeze through a gap to get to the flying-lock platform. Use it to head over to the Secret Haven and retrieve all your belongings from within it. Following that, return to higher ground and leave a letter for Aunt Han, informing her of your plans to go with Yi Dao.

Meet Yi Dao at the Ruined Temple

For the next part of the main quest, head over to the Ruined Temple, where you fought Dalang, to meet Yi Dao. Here, you must engage in a lengthy cutscene where you learn more about the narrative and witness boats carrying attackers from the Aureate Pavilion.
Save civilians and defeat Aureate Pavilion

As you rush to help the civilians, Killerblade tries to prevent you, leading the protagonist to throw hands with him. Once the cutscene ends, proceed to the Blissful Retreat with Yi Dao. While on your way, you will be attacked and fall off the horse. When you're up, investigate the sound nearby. Go to its source to fight off the Aureate Pavilion enemies and save Jin'gang and Qiaoxian.
Afterward, take the help of these two characters to rescue certain other NPCs, with Ruby being the last one you must save. Then, lead her to the Sweetwine Tower while eliminating any foes you face along the way. Once at the tower, help Yi Dao defeat the remaining foes.

A cutscene will trigger upon clearing the mob, and Killerblade will reveal that a Witch is behind all the tragedy. Once it ends, help the civilians take shelter inside the tower and fight other incoming enemies with Yi Dao to withstand the siege and make your last stand.
Fight Qianye the Witch
As the battle against the Aureate Pavilion reaches its end, an unexpected enemy makes their appearance. It is Qianye, the Witch Killerblade mentions in a previous cutscene. Her arrival initiates the second main boss fight of the Heaven Has No Pier quest in Where Winds Meet.

The fight against Qianye is divided into two parts. In the first one, she wields a huge Scythe, allowing her to perform slashes that deal large AoE damage. Moreover, she can also teleport between locations to evade your attacks. By dodging and parrying her attacks, you can gradually deplete the Witch's health to proceed to the second phase of the boss battle.
During the second phase of your fight against Qianye the Witch, the enemy's appearance will change, and she'll be quicker and much more formidable. Not only that, even the setting will be altered to reflect the two distinct phases of the fight.

One of Qianye's attacks, which triggers after you have depleted around half of her health, breaks down the floor beneath you and inverts the battlefield. At this point, you have to battle against the other part of Qianye with the white hair. In this form, the Witch can disappear to dodge attacks or close the distance.
Upon defeating Qianye during the second phase of the boss battle in the Heaven Has No Pier quest of Where Winds Meet, a cutscene will ensue where both versions of the Witch come together and attack the protagonist at once, and they dodge the attack.
