The Veil of Stillness mystic art in Where Winds Meet makes you less likely to be detected by enemies, so you can take them out silently. However, since it is not a combat art, the stealth will break if you are confronting an enemy directly from the front or while you are approaching a boss.

This skill is fantastic for exploring hidden temples and shrines where you can take out enemies silently without breaking stealth.

Note that using the Veil of Stillness to assassinate enemies from behind will not break your stealth; it only breaks if you are directly in front of them.

Where Winds Meet: How to unlock the Veil of Stillness mystic arts

To unlock this quest, you need to be at least Level 8. The Skill Theft: Unearned Lesson encounter is key to unlocking the Veil of Stillness in Where Winds Meet. It's located in the Moonveil Mountain area in the Qinghe region.

1) Locate the Peace Bell Tower

The Peace Bell Tower is located in the southwest region of Heaven’s Pier. Find the Front Mountain boundary stone and follow the path up to the Moonveil Peak Boundary Stone.

You won't need to go up to the peak; you can find the Theft Skill map marker just halfway up the path. Once you have made it to the spot, you will see a man practicing his fan weapon skill and another man watching him from a distance.

2) Speak to Qiu Yuehai once you have reached the location

On arriving at the designated spot, you will find Qiu Yuehai standing near a big boulder. Interact with him to begin the dialogue. This will initiate the Skill Theft quest. Qiu Yuehai will point you towards the martial arts master practicing nearby, and you will be tasked to ‘steal’ his technique.

3) Hide and initiate the minigame

After the cutscene you will be directed towards a nearby boulder. Once you are on the designated spot, the Skill Theft mini-game will start. Your goal for this task is to observe the master’s technique without being spotted. Note that you will need to perform quick-time events (QTE) here as well.

4) Complete the minigame to earn the Veil of Stillness

Successfully complete the QTE while staying hidden to get the Veil of Stillness mystic art. At the end of the quest, you will have a small dialogue with the master, and the quest will officially finish.

This encounter is fairly simple; just locate, interact, and play and complete the minigame to get the skill. Getting it early on is highly recommended, as it helps you eavesdrop without being noticed during the Echoes of Old Battle quest.

The Veil of Stillness mystic art also comes in handy while you are exploring during the Palace of Annals quest. But make sure not to venture anywhere beyond the quest point; the area is packed full of Level 25 enemies, who can easily take you out if you are underleveled.
