The Medicine Chest can be upgraded using a material called Medicinal Tales. You will need to visit the Evercare Clinic in the Moonveil Mountain region of Qinghe and then upgrade it. This is near Heaven's Pier, and you will eventually come to this location to complete the Far Shores dungeon, where you fight the Heartseeker boss in Where Winds Meet.
