Where Winds Meet offers a wide array of weapons, including the Panacea Fans, for fans of Healing. Whether you want to heal yourself or others in battle, this is the ideal weapon for you. Thankfully, you aren’t stuck to only using these, as the game allows you to swap between two weapons on the fly. That way, you can use the Umbrella, Rope Dart, or even the Infernal Twinblades, and then swap to the Fans when necessary.
As a matter of fact, for solo players, I think the Panacea Fans are one of the most important weapons they can invest time and effort into unlocking in-game. Being able to heal yourself in tense moments can be the difference between life and death in the Jianghe.
How to unlock the Panacea Fans in Where Winds Meet
There are a couple of ways to unlock Panacea Fans in Where Winds Meet. The first is to select it as one of your two starting weapons, and that’s arguably the easiest. The second is to join the Silver Needle faction, and the third is to use Skill Theft to attain it. That’s the route I went, as I had already joined a Sect and didn’t want to betray it.

When you want to learn Panacea Fan, try to equip one in your gear menu, and the game will ask if you want to learn it. Say you do, and select Obtain on the next window, and then pick Skill Theft.
You must head to the Verdant Wilds, the Panacea Fan Sanctum in Where Winds Meet, shown in the image above. Several potential fast travels are close to this area, so track the quest, fast travel, and enter their lair.
(Quest begins at 46:39)
Before you begin unlocking Panacea Fans in Where Winds Meet, I cannot emphasize how important the Touch of Death technique is. This is a stealth mission where the soldiers patrol with a huge cone of vision.
However, by using Touch of Death on someone from behind, they die, and you have less to worry about. You unlock this technique by completing Echoes of Old Battles, the first side quest in the game. If you missed this or didn’t do it, complete it first, then return here.

Upon entering this area, you’ll immediately be stealthed. Your goal here is to collect 4 chests and complete Martial Arts Skill Theft. The treasure chests are pretty easy to get to, thankfully. I recommend walking around with Wind Sense on because it shows the enemy's cone of vision. When you enter the first room, two guards are patrolling at different angles, and one is standing stationary, as seen above.
For step 1, you’ll want to look at the image above. Hug the wall, and get behind the guard patrolling left to right. Use Touch of Death on him, and immediately walk over to the stationary guard for step 2. Use Touch of Death on him and wait for the guard on the left side of the room to start walking to the far end. Sneak behind them and use Touch of Death to clear these guards.

Climb up the ladder on the left side of the room, but beware: a guard is patrolling on the platform above, so take it slow. This part of unlocking the Panacea Fans in Where Winds Meet will get you a few of the treasures nice and easy. When the guard up here is walking away, use Touch of Death on him from behind. Walk along the path, and drop down behind the guard to use Touch of Death against them too.
You can also do this directly from above them, making it even easier. To get the first Treasure Chest, you need to maneuver around two guards, who patrol around the room. Wait for one to be walking north, and the other to be walking east, and get the one closer to you from behind. Just like that, get behind the other and take them down. From here, claim Chest #1.

This gives you the Royal Remedy trait. Continue in this room to further your Panacea Fans unlock in Where Winds Meet by pushing the door open. This puts you back in the main room where you were, and you’ll see the next treasure chest directly across the path from you. Since you killed the guards, run over and claim Treasure Chest #2.
Now you’re free to slowly walk up the ramp, where one guard is patrolling left to right on his own, and two are on the far side walking together. I recommend waiting for the solo guard to be on the farther end, come up behind the two guards patrolling together, and use Touch of Death on both of them.
This gives you access to a checkpoint, as well. I recommend turning off Wind Sense, though, just for this, because you don’t want them to turn around and spot you.

Then, walk up behind the solo guard, after picking up the checkpoint, and defeat him too. If you’re around a corner but in his cone of sight, it won’t pick you up, but as soon as you can see the guard, it will trigger, so be careful. Treasure Chest #3 in Where Winds Meet’s Panacea Fan dungeon is right beyond where this guy was patrolling, so it’s easy to grab. Take it, and go back to the checkpoint you unlocked.
This next room is a little more complicated. The guard to your right occasionally turns around, so wait for that, and when his back is facing you, take him down. Keep going off the platform he was facing to grab Treasure Chest #4. When it’s safe, drop down onto the floor and take out the guards one by one.

Your goal is the ladder on the far end of this little room. You don’t need to kill the last militiaman on the floor, but you may as well. Now, all you have to do to wrap this mission up in Where Winds Meet is stand on the blue circle and take part in Skill Theft.
Use Wind Sense to begin, and watch for the Gold Rings. You want to press the appropriate button then, and avoid the Gray Rings. Watch for combos, too, but this is an easy Skill Theft to complete in Where Winds Meet. Once you’ve done this, congratulations, you can now use Panacea Fans!
What weapon skills do Panacea Fans use in Where Winds Meet?
While you do have combat damage as a Panacea Fan user in Where Winds Meet, most of their skills revolve around healing themselves and others. They can revive players in their party and drop powerful AOE heals. Panacea Fan and Soulshade Umbrellas use a resource called Dewdrops, which caps out at 100.
- Basic Attack: Fourfold Inquiry - Wield a fan for four ranged light attacks in a combo.
- Healing Skill: Emerald Dewtouch - Restores a small amount of HP for yourself or an ally. Each segment restores 3, 5, 12 Dew for yourself. Prioritizes targets with lower HP. If a target is selected in the party panel, you will heal that target instead.
- Special Skill: Light Dust After Morning Rain - Swings the fan to release a stream of water, consuming 50 Dew, and applies a 6s healing effect to yourself and the ally with the lowest HP, restoring a moderate amount of HP. If a target is selected in the party panel, the heal is fixed on them. The healing effect applied to yourself is increased by 30% in non-Duel gameplay.
- Sense Skill: Resurrection - When there is a Fatally Wounded player in the party, consume Dew to allow them to fight again. If a non-selected teammate is Fatally Wounded, revive the nearest target. Can also quickly revive Fatally Wounded teammates in the party list. The more Dew consumed, the more HP recovered. After reviving the target, gain Abundant Dew for 5s.
- Martial Arts Skill: Cloudburst Healing - Generates 20 points of Dewdrop when used. Summons a water figure at a location that heals nearby allies once per second. Lasts for 7s. If Dewdrop is full after using, Perception Skill can be triggered.
- Weapon Swap: Conversion - Switch your weapon to fan and swing it, restoring HJP for yourself and one nearby ally over time.
