The fourth Golden Scapegoat puzzle is exceptionally easy. From the last location, use Mistletoe to go to the south-western platform. You can manually control the aircraft to go there, or you can utilize the Auto-Cruise option. If you use this feature, your Mistletoe will switch to autopilot mode and start going towards the destination.

After landing, walk back to use the hidden passage. It will lead you straight to the puzzle:
