In the new BO7 cinematic, Alden Dorne takes his place as the new primary antagonist of the game's main story. He helps Emma Kagan out of a difficult situation, only to shoot her in the head once confronted by David Mason.

Therefore, yes, for the time being, it would appear that Emma Kagan is dead in Black Ops 7. The official COD blog post released on November 24, 2025, seemingly conveys a similar story:
