First progress to at least Round 8; the Uber Klaus will spawn only after that. However, to make it spawn, you must head to a particular location. Go to the Janus Tower POI and follow the west path. You will see a flipped-over truck just outside of the playable area to the right. As you pass that area, the Uber Klaus will spawn from there.

Gather four Stun Grenades. If you have collected them, that is good; if not, you can head to Vandorn Farm. There will be a Crafting Table you can use to craft Stun Grenades for 250 Salvage each.

Once you have the four Stun Grenades, head back to the Sheriff's Office and throw all four inside the cell in quick succession. This action will wake Klaus up, and it will fly out of the cell and land just outside the Sheriff's Office. Now you can use the dedicated button to command it to move wherever you want.

However, if it receives too much damage, it will go away. But there are radios present throughout the map, where you can use some Essence to call Klaus again.
